AGREEMENT ON THE ESTABLISHMENT OF

A HIGH – JOINT COMMITTEE

BETWEEN

THE HASHEMITE KINGDOM OF JORDAN

AND THE GOVERNMENT OF THE STATE OF KUWAIT

Based on the deep historical ties, and the strong relations between the two brotherly countries and people.

And desiring to promote the bilateral relations and cooperation in all fields to the best interest of the two brotherly people.

And to confirm their commitment to international and regional conventions, and their awareness of the political and economic changes that the world witnessing and the importance of consultation and coordination about regional and international different issues.

They have agreed on the following:

Article one

A joint committee shall be established in accordance with this agreement for cooperation between the two parties, referred to herein after (the committee), headed by the two Ministers of Foreign Affairs and the membership of the Minister specialized in the subject matters listed on the joint – committee agenda or their deputies.

Article two

The committee functions include the establishment of legal basis and framework required to develop cooperation in all fields, and especially the following:

1-

To reach up to the highest level of political consultation and coordination in all issues of common interest.

2-

Strengthening diplomatic cooperation in the two countries relations with third countries.

3-

Reaching up to the highest level of cooperation in economic and Business fields and the establishment of joint ventures as well as investment promotion in both countries.

4-

Supporting joint cooperation in energy and industrial fields as well as exchange of technical and training know – how.

5-

Supporting cooperation in municipal affairs, agriculture, fishery and environment.

6-

Strengthening security cooperation, exchange of information to embody the joint security of both countries.

7-

Supporting cooperation in the fields of media, culture, education, higher education, experiment, scientific research, social development, youth and sports.

8-

Supporting and activating the role of the private sector in economic development, and to invite representatives from the chambers of commerce and industry, businessmen in both countries to attend committee meetings.

9-

To follow up the implementation of conventions, agreements and cooperation programs between the two countries.

The committee may discuss coordination and cooperation in only other field agreed upon by the two parties according to their interests.

Article three

The committee shall develop the general policy for cooperation and coordination between the two countries in political, information, economic, trading, health, security, oil, education and other fields to the best interest of the two countries.

Article four

The High-Join committee shall convene is regular session once a year in the capital of one of the two countries alternately proceeded by preparatory meetings on senior officials and experts level committee may at the request of either country may convene exceptional meeting to discuss any urgent matter, and the dates of such meetings shall be determined through diplomatic channels.

Article five

The joint committee shall from specialized subcommittees to discuss various aspects of joint cooperation between the two countries.

The minutes of the sub-committees are subject to the joint-committee ratification.

Article six

1-

This agreement shall enter into force on the date of the latest notification in which either party notify the other contracting party of the completion of the procedures stated in its national regulation.

2-

This agreement remains valid for four years and automatically renewed for similar periods unless either party notify the other party in writing of his desire to terminate the agreement six months prior its expiry date.

3-

It is not allowed for either party to suggest amendment to this agreement and the amendment shall be effective follow the approval of both countries on it with the same procedures mentioned above.

This agreement written and signed in two original copies in Arabic have the same power.
